A little thing called economy of scale, most people will buy a 17 inch monitor so the manufacturer can churn out more of these at a cheaper price. Not many people would want say a 12" monitor so they become more expensive to manufacture. Dont look at it that theres less glass in a small monitor so it must be cheaper.

Smaller computer moniters are higher prices because they have to put all the information of an ordinary computer into a smaller monitor.

Because you're trying to cram the same definition into a smaller space, which is more expensive to build and run.
