The Cavs and Bulls both have better records than the Raptors and Wizards, but Cleveland is above Toronto and Washington in the conference standings and Chicago isn't. Why? Toronto and Washington are divison leaders. Why would one team who isn't a divison leader be ranking above them, but another team who also has a better record isn't?

It's because of the new rule they came up with when figuring out seedings for the NBA Playoffs due to complaints that the Atlantic Division winner got a high seed while another team in another division in the Eastern Conference with a better record had to settle for fourth.

Now, they have the three division leaders and the second-place team in any division with the best record compete for the first four seeds in the playoffs by using their records. The rest of the teams have to fight for the last four slots.

Right now, the division leaders are Washington, Toronto, and Detroit. Cleveland has the best record of the second-place teams in the divisions, but since they have a better record than Washington and Toronto, they would get the 2 seed if the season ended right now. Since Chicago is third in the Central, they are in the 5 seed unless they end things on a good win streak and overtake Cleveland in the standings.
