Normally, a mouse ball bouncing and dragging (no matter how cheap it is ^Morons above^) is due to dirt or sediment buildup around the ball itself. What you need to do is unscrew the plate around the ball (should only take a half turn or so). Clean off the ball (its rubber and can be put under water, just make sure to dry it thoroughly). Then take a clean sock or other piece of dusting cloth and gently wipe the inside of the ball chamber. Make sure to get the rollers that the ball turns (which is what translates to movement of your pointer on the screen). Replace the ball, screw it back in and you should be good to go. Repeat this periodically as the ball will get dirty again. It's innevitable.
Or you can go get a cheap Wal Mart optical mouse for about 10 bucks. Your choice.
