You would create account for your child and then if your using IE go to tools then internet options then content then enable the protection for the sites you want to be banned then you would have to set up a password protection for that account by simplly doing this.

when you enable the content protection click on general and set a supervisor password and so if they want to make changes they would need that password of which they won't know.

Use software - I find K9 Web Protection to be decent and its free to download and use. http://www.k9webprotection.com/
I use it on the kids to block sites completely - on wife's machine and my machine - you can override with a password

Your anti-virus program should have a parental control on it. If it doesn't get one that does.
