Of course it's possible.
There just aren't that many roles out there (especially lead roles) that you could cast a 3-foot-tall man into and maintain believability. I'm sure such roles exist, and if 3-foot-tall men (or women) are being seriously underrepresented in the movies in comparison to their percentage of the population, then maybe they ought to be given more opportunities.
Then again, movies aren't an exact representation of reality, and just in general, movie characters tend to be better looking, more well-spoken, more courageous, etc, than the rest of us real life people.
You may never see a 3-foot-tall man playing the male lead in a romantic comedy with [insert name of impossibly gorgeous actress here]. But you'll also never see a fat, middle-aged balding man in that role either. That's just not what people want to see.
So don't feel too bad that nobody wants to see (much less would even believe) a 3-foot-tall James Bond. For what it's worth, they don't want to see a fat, balding [like me] James Bond either.
