The size of the penis is determined by heredity and internal fluid pressure. The internal fluid pressure is determined by many factors - blood pressure, mental state, hormones ....
There are surgeries that can extend the penis, but they sound spurious to me. One extends the length by bringing out the part of the penis that is in the body, but not extended externally. You can feels this by putting your fingers on your erect penis and feeling down lower into your body. There is a small length that can be added. Surgery guys - I'm doubtful.

Absolutely not! Show me the proof if you think otherwise! No evidence at all despite all the silly claims. Hey sex feels just as good no matter how big or how small your weenie is. Most women don't care, the ones that do are not worth having anyway. You have too choices: Enjoy what you have or spend the rest of your life worrying about it!
