VB 6 is my suggestion. if you're not experienced you can use examples that come with the software... or there are tons of example programs on the net that you can copy and modify.

I have been using Delphi for more than a year now. It supports .net just like VB and it is very very easy to use. It is also not as expensive, check it out at www.borland.com . Use the express edition for simple stuff. If you want to make database stuff as well then get pro edition. If you are goin to make industrial and commercial programs such as operating systems then choose the enterprise.

You'll have to use Visual Basic (VB 6.0, VB.net) or C++. Either way, you'll need an environment to write the programs such as Visual Studio which you will have to buy.
