Call the police and yell at him to go away. Then not tie my dog outside unattended for a while. I'd fear for my dog's safety this person sounds crazy. Is this at night? do you have one of those motion lights?

Get a shotgun and go through the attic to get on the roof. I would "discourage" said stranger from being on my property. And call 911.

i would ask him "can you freeze for a second please? and wait there until i call the cops and they get you and arrest you?"

then i would kick him and all that stuff,
and then i would untie my dog and tie the guy
then i would call the cops!
