Would this be a metaphorcal fire or a real fire? Metaphorically speaking, to kindle a fire I would start with something romantic like dinner and a movie. Possibly a walk in the moonlight under the stars. To kindle a real fire you need matches, paper and kindling wood(small thin pieces of wood). Put the kindling wood in a teepee shape where you want your fire. Twist the paper or newspaper up and put in the center. Light the match and set the paper on fire. This should eventually light the kindling wood. When the kindling wood is burning, you can add heavier wood to the fire to keep it going. A dash of moonlight and some wine doesn't hurt either.

What kind of fire?
If you mean an actual fire you use thin wood, known as kindling, stack it in an inverted cone shape and light it. Gradually add thicker wood until the fire is going satisfactorily.
If you mean a metaphorical fire, you do something that will appeal to the person whose 'fire' you wish to kindle or spark.

You stick a bunch of twigs close together. Put dry leaves or paper in among them. In Boy Scouts they said take your jacknife and kind of peel the sticks so they're kind of fuzzy but I've never tried that... but I can tell you the arrangement of the kindling has to be real close, with sizes of the sticks kind of increasing until you get fairly big ones lit and can stick a log on top.

Take two girl scouts and rub them together, or is it take two sticks and rub them
together. Maybe it's take two rocks and bang them together. Or, just get a pack of
matches or a lighter, that works pretty well. : } You can also take a knife and
shave bits off, put some logs on and a bit of paper to light the shavings, and
voila!! You have a fire!!

to keep it going. you put the outside good wood to the center that has burned out. this keeps the fire going. or add small pieces to keep the flame lit.

You need kindling.

Pine needles, paper, bark, twigs, things that you can light on fire easily so that you can lead it to the larger things.
