You mean, why do some get headaches more frequently than others? It could be due to a number of things: diet (e.g., lots of caffeine), dehydration (as in a hangover), stress, eye strain, migraine (which might be partly genetic), etc.

people have headaches because of stress . the stress gets your brain thinking about more and finally your brain over does it causing you to get a headache

Some people have a stronger tendency to have them based on biological factors.

Age, activity, menopause...you name it. Some are neurological problems that haven't been diagnosed.
