Ahhhh...All and none of the above.
In truth it's because we find women so completely enthralling, so utterly charming, and so delightfully mysterious that we simply lose all sense of ourselves and all the finer points of rationality and civil conversation.
When we find ourselves in the presence of women who we find unabashedly beautiful (from the inside out, I'll note) they make our heads spin so wildly out of control that we are simply left breathless, a victim of the intoxicating scent of the fairer sex. We stutter because we cannot fathom what sheer good fortune placed us in the in the presence of these earthbound goddesses.
In such situations we mere mortals have no choice but to stammer like breathless fools. Even the most intelligent and enlightened of our gender, the fiercest warriors, or the craftiest thieves can be brought down low by the simple charms of the fairest of maidens.
That or it's just that 95% of men have no breeding, poor manners, and act disrespectful out of a lost sense of what it means to be a gentleman.

Good question, guys are the worst flirts, and when they flirt they either do it in an awkward way, or a scary way that makes us feel uncomfortable.
