That would more than likely be your power steering pump. The hydraullic fluid is cold, and takes time to heat up. Once it does so and can easily pump through, the noise will slack off or stop.

The drive belt. Replace it and the noise will stop. Typically its caused by a belt that is glazed, a condition caused by slippage over a long time. A new belt should fix the problem.

On cold days,like below freezing,you might have ice on your belt (s),thats why the noise goes away.Try some wd-40 the belt (s) before you shut the thing off.Only do this once as oil will rot your belt (s) in the long run.The reason I suggest this is because oil will displace water and ice.Hope this helps.

my best guess is that your power steering fluid is low or that you have a loose or glazed belt that goes to the power steering pump check your fluid level and check the belt it should be fairly tight to work properly and see if the inside of the belt is hard and slick

My car has been doing that for the past 4 years. I don't think it's anything bad, but I would ask a mechanic. Obviously I would but I am afraid it's somthing that will cost too much, and can't afford it. : (
