"An earthquake prediction is a prediction that an earthquake in a specific magnitude range will occur in a specific region and time window. Seismologists are not currently able to predict earthquakes with such accuracy, though the early results of the Demeter satellite suggest that this could become possible; instead they focus on calculating the seismic hazards of a region by estimating the probabilities that a given earthquake or suite of earthquakes will occur."
Earthquakes in LA aren't that common, at least ones of any significance. I haven't felt even a tremor in a long time.

Small earthquakes occur every day all around the world, and often multiple times a day in places like California and Alaska in the U.S., as well as Indonesia, Azores in Portugal and Japan.[4] Large earthquakes occur less frequently, the relationship being exponential; namely, roughly ten times as many earthquakes larger than magnitude 4 occur in a particular time period than earthquakes larger than magnitude 5.
As for your question, earthquake can't be predicted in the long run, but any seismic activities can be identified only within a certain range and time.

They can't be predicted well yet. There is a man who is very good at it.though. You can find his web site, under earthquake clouds. His name is Zhongou zoua or close to that.
The good thing about LA is that most buildings are built to rigid earthquake codes. (unless it's very old) so alot of buildings in LA survive verses some other states.

No they can. As a matter of fact there is even seizmographs under water (ocean) to detect any shift in techtonic plates (earthquakes. There is also many on land as well.

Earthquakes can't be predicted because volcanos can blow out lava anytime and anywhere with a volcano.(i mean somewhere where is there a volcanoe.)
