All of your email needs to be delivered to an SMTP server on the internet before it can reach your Microsoft Outlook client. You can set it up to download your email from the ISP but you won't be able to bypass it unless you:

1. Purchase a domain name
2. Setup a DNS and SMTP server
3. direct your friends to start emailing you at a new address that goes with your purchased domain name.
4. Configure outlook to download your mail from your SMTP server.

All of your emails have to go through your ISP before they get to Outlook. You will need the POP3 and smtp settings for your ISP and your account to get Outlook to download from your email.

The only way to bypass the email server your ISP provides is to stand up your own email server and be sure to register your domain name so email forwards correctly to you. You will of course need to ensure setting up your own mail server doesn't violate your ISP terms of service agreement (many prohibit running your own email server and block port 25). Your ISP may also dynamically assign your IP address so registration can be tricky too.
