Like a slight laugh. You're not really exploding with laughter, or chuckling, or even laughing nervously. Try saying it, and I think you'll see what I mean.

it depends on how it is used in context.
it can mean that someone is sarcastically laughing at something that wasn't that funny.
-joe: the chicken crossed the road to get to the other side, get it? haaaaaa!
-sally: mm yeah, heh. so funny i forgot to laugh.
it can also mean a brief chuckle to show that something was slightly funny, and you get the humor, but it wasn't hilarious.
-joe: yeah, the teacher farted in front of everyone, then she started crying.
-sally: heh, that must have been embarrassing for HER!
it can ALSO mean that you are sardonically laughing, as if you are slightly making fun of what was just said, or what just happened.
-joe: so then, david got all pissed off because the boss fired him as didn't give him his paycheck!
-sally: heh, well he should have left his weed at home instead of smoking it at work on his lunchbreak.

heh is a common emotive term indicating weak amusement

the way i use it shows that im annoyed or bored. for example a) heh whatever...b) after a long, boring conversation- heh...

it has the annotation of meaning that something was funny .. but not like outrageously funny .. its kinda like "hah" but with the 'e' .

it can be like a type of laugh/acknowledgment it was sort of funny.
I think its just more an expression, like along the lines of oh
