Is it mandatory that all utilities (gas, water, and lights) be turned on for a Detroit city house inspection? Can the inspection still be performed. I'm going to have a private inspection and the utilities will be on.

For what purpose is the inspection? If it is an inspection to check the progress or completion of new construction, generally the building authority will withhold permission to connect at least one utility (usually natural gas) until the final inspection. Their rationale is that the builder will more highly motivated to complete the project. Sometimes exceptions are made, especially if drywall is being taped and textured in the freezing cold of winter.

I don't know what other city inspection you might have, but from your question it appears that your utilities will be on, so this should not be an issue. However, if you have any questions, call the inspector beforehand. They would rather talk first on the telephone than make a wasted trip to your house because you weren't prepared.

I don't think so, a relative of mine just sold a house and I'm pretty sure the electricity was turned off.
