If someone was on the enlisted side and had a degree and wanted to do OCS what would it take

That person would have to put in the proper paperwork and then go through a selection process that includes among other things a medical, pt test, and a selection board.

MCCEP
Marine Corps Commissioning Enlisted Program.
Enlisted E-4 and E-5s can submit for this. If accepted, you would go to a University and participate in the ROTC (or like). Between your Junior and Senior year, you would attend OCS. If you survive that, you return to school for your Senior year. Upon graduation, you return to Quantico for TBS and become an officer.
This process if very (read here VERY) political. Make some friends in the officer ranks and see if they will support and assist you through the process.

There may be other ways, but I am not sure. Contact your deployment officer (or what ever they are called these days) that is in charge of where you go for your next duty station. Another resource would be your First Sgt or Sgt Major.

see an OCS recruiter. It should be an easy transition unless you've had over 10 yrs active duty enlistment, then I dont think you can go to OCS. I'm enlisted and will be doing OCS. It's not so difficult to transition. Talk to your Cdr. also- support is the first step. If they are for it, all the way, thats half the battle.
