Go here! Official telephone guide, just fill in the name and the city ("commune"). If you do not know the city start with Bruxelles (Brussels) then "Anvers", most populated cities of the country.

the only thing i can think of is either the phone book or hire a private investigator...oh by the way this is one of the weirdest questions i've ever seen on here.
