Would this be a just compromise for the diffrent sized groups in Iraq to share legislative power spliting it equally in one body and porportional to percent of the population in the other? Would this withstand carefull and full review and consideration for it being a fair and just way to share the power of their government by the leaders of each of the three groups in Iraq?
Would this get one more problem resolved hastening the day when a cease fire agreement can be reached with all but the most extreme groups in the country which would allow american troops to leave the country because all the groups who were involved in the ceasefire and involved in the central government would collectivily be strong enough to hold together the nation and focus on capturing terrorists and preventing terrorist attacks there? I'm not sure this is flawless and I'd love to see anyone poke any holes in it they can. Of course the groups in Iraq have to be willing to really try share power justly.

The warring ethnic groups in Iraq must be represented in government to end misunderstandings. Negotiations must be made with the groups so that proportionate representation will be properly made. A Plebiscite is the right method to determine what the Iraqis wanted in the form of government that is amenable to their culture.
