I have been kicking this around with a few of my friends for a while now, and a first I must admit that they thought I was nuts, but after talking about it more and after they looked for the things I had seen they started to agree. Now we all agree that it is completely impossible but still...
I have been spending a lot of time on Answers looking at a lot of the questions and answers, as well as watching people in my community, and I have realized that there are a lot of dense people out there, and they keep reproducing, its sad really.

We would be wise to have a plan like that, what with our ever growing population and the rate in which we are using up all the natural resources. What kind of college degrees are required to run pre-schools and/or teach Kindergarten? It takes no education to knock boots and wind up pregnant. Just cause you can provide the genetic material doesn't mean you are fit to raise a child.

No, only because such a screening would interfere with individual liberties over a person's body.

But in the future screening may be preferable and even ideal. You could select embryos for healthy genetics (already done), and insure that your children don't inherit a deadly disease. You could see how your children would look based on the genetics of both parents. It would be kind of cool, if you asked me. But only if it was by choice.

As long as overpopulation doesn't span out of control (as in people are starving to death everywhere), then government should do nothing to limit individual freedom. Still, I don't think it's a good idea to have ten children that you can't support. Immoral, even.

Same with government abortions. If you can't support your children, you don't belong having them. Why should my taxpaying dollars go to a kid who will just end up in jail?
