The short answer here is, if the owner knew of the propensity for violence and/or intimidation of this particular tenant, and took no steps to protect you (or the other tenants) from the possibility of violence, the owner could be liable.
However, the legal answer is never that simple. For example, you are the building manager, so arguably you would have been in a better position than the owner to have known about the tenant's violent tendencies.
Having said all that, the simple answer is to file charges and evict the guy.

If the owner has prior knowledge, he's on notice and he's liable.

What proof of prior knowledge...did the man tell the owner he was going to get a gun and Kill you?...Has the man done it to other managers that the owner knows of...What PROOF
( your opinion is not proof) you need HARD evidense to prove it

if the owner knows....he still liable by law...... he acknowledge it and agreed now the law is involved in something thats his and he becomes liable for everything ..
