Is your unit posting? Meaning do you hear the beeps during the startup? If you don't and your PS is good then your RAM or mobo may be fried.

How do you know that the power supply is OK? When a power supply is switched on it does a self-check. It makes sure that all voltages are correct. If so it gives a signal to a special connector that 'power is good'. Just because the fan is blowing some air does not mean that all is fine. Also, Dell uses components which will only just do the job. Have you added some component to your computer?

Unfortunately I have had a lot of trouble with Dell computers as well. They seem very trouble prone.
Luckily their customer support if you still have warranty is great. I had an issue and they mailed me a box the next day, I sent them the laptop, they fixed it and sent it back to me with in days!
Unfortunately it is almost impossible to diagnose your issue without knowing more details. It might not come on for one of many reasons.
