I am sure that alot of the people who commit suicide feel that they were never heard while they were living. They probably felt that no one cared what they felt, or thought. By leaving a suicide note was their last attempt at being heard, and no one could interrupt. A suicide note is their last chance at being understood.

This is a question that know one will ever know the answer to. For one reason, everyone is different, everyone has different reason. The second reason is, those who know the answer, are not here to tell us.
These are my guesses,
It is a complete spur of the moment thing. My pe teacher told that a past pupil had been drink driving and in a serious car crash, killing a number of people. He fled the scene and his body was found at the bottom of a bridge. He didn't have time to write a suicide note, and he probably wasn't sober enough at the time to either.
Some people who commit suicide are illiterate, so it wouldn't be possible for them to write. In addition, when a person is feeling like this, things are just spinning in their heads. Nothing make sence and it's very hard to explain how you feel. Or maybe they feel no one will understand how they feel
Perhaps some people just want to leave with dignity. Not bringing up the past. Maybe they feel it'll be easier for their friends and family to just not know.
There are many reasons, those are just some.
We should be concentrating on preserving lives, suicide isn't the right choice, yet so many are doing it.

I work for the victim assistance unit in my county, and my very first call was to a suicide where there was no note.
The child (16 or 17) had just gotten in a fight with his mom over his cell phone bill, went to his room and shot himself. This was a small house, and his brother immediately went in there to figure out what the loud noise was and found him.
I also had a dear friend commit suicide without leaving a note when we were 18. He put a shotgun through his mouth, and we found him the next morning out in the field.
In my experience, most suicides that occur without a note are ones that weren't planned, and were a spur-of-the-moment kind of thing done out of anger or fear. In both of these cases that I mentioned, I think the lack of safe gun ownership can be to blame.
We can speculate all we want over why someone would want to end their lives, but the truth is, we will never be able to know what was going on in their heads in retrospect. All we can do is teach those around us to share their feelings and show them that they will always have a friend and someone to talk to.

Many people who commit suicide feel that they were never understood while alive. They feel isolated and alone, feeling that nobody was able to know what emotional and mental torture they were going through. So, they think, "Why should I have to explain it with a note when they have never understood me or my problems." The other reason is they are angry and want to punish the survivors. They want their friends and loved ones to wonder forever why they did it and to maybe even think, "God, was it something I did that drove them to this? Is it my fault they're dead?" They hope to induce guilt. Many think it's a fitting revenge for the people who never were able to alleviate their suffering. Those who usually leave notes almost always include something to the effect of, "Don't feel guilty, this was not your fault, it's nothing you did wrong, I just was not happy and couldn't cope with life." They don't blame their families and friends so they want to make sure they aren't left with guilt. But note or no note, the survivors usally always end up blaming themselves anyway. It's so sad.

I think most of the above answers are way off base.
You don't have to over complicate the subject.
I know -- I tried it once myself...and without leaving a note.
The reason most suicides don't leave one is simply because
they don't think anyone is going to care one way or the other.
They didn't feel wanted, loved, or included in their families.
Some of them felt they had no family that gave a damn so
why bother leaving a note to explain things?
Maybe they were suffering from a serious chronic illness, going thru
extreme financial hardship, feeling isolated and alone, or any
combination of those and other issues.
**** happens in life and sometimes it can seem overwhelming.
Like a big tidal wave bearing down on you with nowhere to run to for help.

I believe those are the more serious ones. I'm sure suicide isn't always planned.
