Not really a character but the way he used cell phones in the book Cell. Made me glad I can't get cell phone reception out here in the hills.

Jack Torrence from Shining

Definitely Jack Torrence, because so many abusive/alcoholic/crazy "fathers" really DO that stuff, ghosts or not! Real whackos are always more frightening than spirit or imaginary ones (exc. for that messed-up ghost in "the Grudge"!)

I still think King's scariest character was George Stark from "The Dark Half".

When I first saw It, Pennywise had me scared to take a shower! However, Jack Torrance is by far more frightening, because the possiblity of a person going nuts and trying to kill his family is far more realistic and possible than a clown that comes out of the gutter every so often and kills people.

Jack Torrence........... I think Randall Flagg from "The Stand" was creepy and the creep who opened the shop in "Needful Things." and the creepy guy in "The Storm of the Century".

Of the two you named, Pennywise frightened me more, but the guy who played the part of the devil in The Stand really got to me. The Stand is one of the best movies I've every seen.

Well, I think another one though is that woman Annie the # 1 fan from the movie Misery.
I mean, she hurt that guy on purpose, granted, it was part of her psycho thoughts that he was this author she was obsessed with but still, people could actually do that to each other and scares the heck outta me.

I think his best book is The Stand, and of course its scary, but I agree that The Shining might be the scariest, definintely did it for me. The Body, which is a novella that the movie Stand By Me was based on was a really great read, not scary, but definitely one of his best. Also, check out his short story collections for some really scary stuff.
