.... with really hairy arms its kind of distarcting in the upperarm its normal but in the lower arm you can hardly see her skin its really gross and it distracts me what should i do ps i sit next to her in every class

Freaking relax - focusing so much on the faults of someone else is a way of denying your own imperfections. I'm sure your arms aren't that hairy, but don't you feel bad for her? Poor girl. I'm sure she's damn self conscious about it too.
The next time you start getting so obsessed with someone, try figuring out what is good about them - she may have hairy arms, but perhaps she is extremely intelligent. Someone may be the most annoying person you've ever met, but have the most gorgeous eyes. Another person might have perpetually dirty fingernails, but perfect teeth.......
Relax. I knew a girl with really hairy arms who was also - get this - petrified of birds. Poor girl. I felt so bad for her - she was a ditz too - but her skin was beautiful and clear, and she smiled at everyone she saw, and she had more compassion than any normal 10 people rolled together.

I am sure that this girl is well aware that she has very hairy arms. Some people do. If it isn't bothering her, it shouldn't bother you. If you are so distracted by it, ask the teacher if you can move to another desk where you can't see her.

if you are good friends, you could mention it discreetly to her. If her birthday or something is coming up, you could give her scented shaving gel, maybe with a nice electric razor. If you know other people notice it, then its better to tell her to prevent nasty rumors. However, if you are the only one who notices than just ignore it. There could be a special circumstance, like her mom won't let her shave. Good Luck!
