There are one or two trolls who make many threatening hate-speech comments. Yahoo has failed to control the situation, and hate speech is illegal. How do we involve the feds in this?

For a nominal filing fee at the county courthouse where you reside, you can institute a lawsuit without retaining an attorney against another in a "John Doe" lawsuit that can force the IP (Internet Provider) to divulge personal information. Although a lawsuit may not be successful, such a lawsuit allows you to gain their personal information.

I think one would have to analyze the Community Guidelines and Terms of Service to see what they state about hate speech. The problem with trying to involve a higher authority is - if proven that there was hate speech and Yahoo did nothing - what can the Federal authorities do but fine Yahoo? The abuse will continue; Yahoo can't be that concerned if there has been no progress in fighting these people.

Record everything every time it happens. Record what Yahoo does about it, even/especially if they do nothing. After gaining enough evidence take it to a legal professional to make the case.

Yahoo is worldwide, so some of the trolls are outside of US federal jurisdiction anyway.

Once their acne clears up perhaps they might mature as well.
