My friend was expelled from a CSU and wants to transfer to a UC from a community college. Do you think she has a chance of getting in? What should she do in order to get accepted?

Sadly she can't go back to her old school or any CSU, but do you think that she would have a harder time getting into a private school than a UC?

That's a tough situation. Since your friend was already a student at a 4-year university, she would be considered a lateral transfer rather than a first time transfer from a CC. Priority is given to the CC students and other UC students and she will be competing for a limited number of seats. Also since she is transferring "up", she would need a good GPA. However, talk to the transfer center at her CC and find out if she qualifies for the TAG (transfer admission guarantee) program. If she does qualify, then all she has to do is get good grades.

Otherwise, Is there any chance that she can go back to her old school? If she was expelled for poor academic performance, this is definitely feasible. She can look to transfer once she patches things up. I ask this because when I was applying to graduate schools in CA, one of the criteria for admission was that I was in good standing at all previous institutions attended. My guess is that a similar policy exists at the undergraduate level.

She would probably have to get her AA degree at community college taking courses that are transferable to a UC. It would take her at least 2 years of full time community college to do this.

depends why she was expelled

if it was for behavior or failing grades they make take her

if it was forgery, buying grades/tests, or plagerism - then she may have problems
