He was UFA... Therefore not under contract with any team. The Colts didn't have any claim on him, and therefore he was free to sign with whomever he wanted.

He was an UNRESTRICED free agent...they are just off on their own...Restricted Free agents get signed to an offer sheet and the other team has to agree to offer compensation (draft picks) in return for them.
