Randolph came out after his freshman year of college and went undrafted but didn't have an agent so he was suspended for 14 games of his sophomore year and was an NBA free agent his sophomore year and junior year since he can't go through the draft again.
He's a FA and FA can sign whenever they want, he waited until his college year was done and then started right now for a team trying to make the playoffs.
He got first round money so that was good for him and the knicks had a better offer than everyone else for him so it was a good move on his part.
As for a big impact I wouldn't say big but he can help the knicks secure a playoff spot and an extra big body doesn't hurt in the playoffs.

How did he do that? They haven't even had the draft yet.
