Should I have called social services?

Question

My step daughter lives with us. She has a 4 year old. We all went to bed one night, my hubby and I get up around 5:00 a.m.
We no sooner get up and here she comes thru the door. She got up during the night and went to breakfast with friends. She never told us she was leaving. What if there was an emergency and me or the hubby had to go to the hosptial. I would have left a note on the table and gone. If that would have happened the little one would have been alone. Her dad and I both jumped her *** real good and told her she was a stupid irresponsible parent, only thinking of herself. If she does something like this again, would it be wise to call the authorities and report her?
