It's called a basin. It simulates open ocean currents and wave action which the Marine/Naval Architects can observed the model's handling,sea keeping,and any other anomaly's. The newest virtual cad now used in the newest CVN can build the ship from the computer and the resulting model will validate the test results from data from the design to actual construction. I know there is a towing tank at the Navy academy in Annapolis, MD but there are any number of those test tanks being used for hull design. I think the largest one is in Holland

its also called a testing tank or a tow tank...Stevens Institute in NY has one and Naval Sea Systems Command in Caradock MD has another....
