Do they make sheer to waist pantyhose without the cotton lineing in them?

yes..in the less expensive brands.

Let's explore why the liners are there. It is not because someone wanted to raise the price of pantyhose so the liner was inserted. It is not because they look or hold shape better.
If memory serves me right-toxic shock syndrome was big at one time and they started to line womens' underwear with cotton liners and the pantyhose...
If there is no liner I would not buy

K-mart brand Basic Edition has no cotton panel and is very sheer.
