I even opened control panel. But there too i cant find Folder Options. Pl help me

You don't mention what version of windows he is using. I am assuming Windows XP ( but it should work for windows 2000 and Vista too).
Firstly make sure that Control Panel is in Classic view. If it is in classic view then its likely that Folder Options has been disabled.

If the account your friend is using has administrative privileges, there is an easy way to fix it. I he only has limited privaleges then he has to ask some who has admin privilages on that pc to fix it. Group policy editor which you use to fix the problem is restricted for use by a limited account.

Click START and click RUN
Type "gpedit.msc" without the quotes.
In the left hand pane click ADMINISTRATIVE TEMPLATES right at the bottem of the tree lists (its part USER CONFIGURATION).
Click WINDOWS COMPONENTS, then WINDOWS EXPLORER.

Right click on the entry on the right that says
REMOVES THE FOLDER OPTIONS MENU ITEM FROM THE TOOLS MENU (ussually third from the top) and select PROPERTIES.
Now click the option box DISABLED and click OK. Close the group policy window.

Goto CONTROL PANEL (Classic View), you should now see that the folder options item has returned and it should also be available in any folder by click the TOOLS menu item.

If you have Admin privileges and you can't access group policy editor then it has been disabled for administrators too, but this is highly unlikely.
