Pay no attention to the 'Know-It-All" answers you are getting.

'Techno-files' such as myself (don't worry it's not a crime) know that electric shavers give off strong Electric Rays that will damage your St. Elsewhere DVDs. As a layperson, you would not know this and should not feel ignorant.

In order to properly repair your DVD collection you will need a straight razor, some baby oil, and a quart of overripe corn squeezings. Email me for further instruction.

I wouldn't try it.

Just get some liquid CD/DVD cleaner. usually found at local music stores or department stores in the music section.

Get a soft cloth and wipe them off with the liquid.

If the scratches aren't effecting your DVD I wouldn't bother.

You'll just scratch it up more. I mean, would you use something sharp to buff out the scratches? No.
