Hi. Almost certainly Sirius. A really fun and free program called 'Stellarium' is available here http://www.stellarium.org/

Edit: I just ran the program and I think I'm wrong. There are two bright stars up now, Arcturus and Spica. I'll be danged!

At about 9pm, the brightest star in the south-east, just above the horizon, is Spica (constellation Virgo). The twinkling and the colors are due to atmospheric turbulence - moving nonuniformities in air, acting like prisms and lenses, and deflecting randomly the light from stars.

The brightest star in the sky is Sirius, but this is located in the south-western sky. Another notable presence is Saturn, close to the meridian at this time.

Im not sure from a perspective in Ottawa, but in Mississauga, I have often noticed the space station in the western sky at certain times of night and especially bright during certain times of the year. Fall for example.

That's Sirius, and what a lovely star she is! My favorite. I love how she sparkles a faint red, then white and then just a hint of washed-out blue.

If you know where to look, she is visible in the daytime, that's how bright she is! The brightest object after Venus (Ummmm... and the moon... and the sun).

Sirius is twice the mass of Sol and is actually a binary; a (very old) tiny white dwarf, made of degenerate matter compressed to colossal densities, orbits her master.
