Because it is part of their job, and not just jabber jawing like most people that talk on a cell phone when driving.

Driving is a full time thing, not a multi-tasking event.

I pondered that question recently, and I think it might be good for citizens to start taking pictures of these events and submit them to the Chief of Police and the local newspapers.
