Not always. I've heard some white guys talking about black female celebrities who they think are hot.
Also check your history books. Back in the days of slavery, white men were sleeping with black women all the time. It got to the point where a lot of the white women became jealous.

That is not true. It just depends on personal preference. My mom is black, my dad is white. My brother is white and he likes black women, he admits they are a handfull sometimes.
