They'll explain it in a few episodes. But basically some monks needed to hide something from this psycho/evil Goddess who was trapped on earth and they hid it in a person (Dawn) and they put her with Buffy for protection. They even cast a spell so everyone remembers her as if she's been there all along. Give it a few episodes but by mid season or so they should show how it all happened.

It is explained later in the series. I don't want to spoil it for you. It was a very interesting story line, and the fact it wasn't explained put the audience on the same plane as Buffy.

Dawn was "The Key" and was added in automatically making it look like she lived with her dad for awhile. Knowledge of Dawn was just "put" in the heads and memories of all the characters so they wouldn't know she was not truly Buffy's sister. Even though she is. It's weird I know!
