If you have a Windows 98 CD, You already have a start CD. Follow these directions. It says to press the DEL key. It might be a different key to get in to the bios on your machine.
This is how I do it. I do about 6 per month. I don't use no stinking floppy's. After you are done, in order to get windows updates, you will first have to install IE6 SP1 to be able to receive the rest of them.

Make sure you have the COA, or the Windows Product ID keys for the disk you are using or this is a waste of your time.

You can't create a Start up CD for Windows 98 because this win version (and the 95, Me,) need to be installed using the old DOS, so the only thing you need is to create a Start up Floppy Disk, newer versions (XP SP1 and SP2, 2003, Vista) are able to boot from a CD. You have a real problem, you should try to get an external FDD, the thing is that w98 is not able to recognize external devices for it's own, it needs a driver, so when you restart your computer and try to boot from the external FDD, this won't be recognized. Get professional help.

Here's how to create a startup disk:
1. Click Start
2. Point to Settings and click Control Panel
3. Click Add/Remove Programs
4. Click the Startup Disk tab
5. Click the Create Disk button
When finished, click OK to exit the Add/Remove Programs Properties dialog box

I suppose you could always make the startup disk and then just copy it onto a CD.
