You do not need an operating system to use the cd drive, the chip set on the motherboard is what tells it how to operate....

So even if there is no version of windows present, you can still insert your windos cd and install the operating system.....

What are you placing on the PC instead?
Youir CD-ROM drive is supported by the computer at what's called the BIOS (Basic In - Out System) level. That means even with no operating system(OS), as long as your PC was made within the last 10 years you can boot off a CD. From there it depends on the OS you're using. If you're installing anything better than MS-DOS on the computer, then yes, your CD drive will be fine. Have your local Nerd come by and set it as the "Primary Boot Device" if you have to reinstall windows off a CD.

Yes you can even in ms dos just have to have the driver. Your copy of windows should have the drive on it. just put the cd in the drive and you should get a message that says. "press any key to boot up from cd rom." just make shore that your cd rom is part of your boot in your Bios

You should be able to set bios to boot from cd-rom or in older windows use floppy disk to boot with cd-rom support.
