My church raises money during the service but I want to know what does the law state on this procedure.

As long as contributions are voluntary, the is no law about HOW they are collected. I've seen churches pass a collection plate during the service. Some place collection boxes near the doors. I've even heard rumors that some accept Visa on their website.

As far as law goes, I am not certain in the State of North Carolina if there is a specific law governing how a church can raise funds from its members, since the contributions are voluntary. The only 'law' to my knowledge would be biblical law, saying all members should give 1/10th of their income.Either way, the law would depend on what specific state you live in, since all states have different laws. However, if you want to get proper tithes from your congregation (I would assume you asked since you are not getting enough money from the congregation) would be to perhaps have your pastor or bishop give a sermon on paying proper tithes. I really don't believe there is any laws for church offerings. It is whatever the church likes to do. How and when they do it is up to them.

There are no civil laws covering tithing to a church.

the law doesnt say anything. your church can recieve offerings however it chooses, so long as they do nothing fraudulent.
