Is it legal to busk on the streets of Toronto?

I know you must audition and pay for a license in order to busk in the TTC subways, but I'd like to know if I can just set up on a street and busk, or if I would need some sort of license.

I think it is sort of frowned upon, but you can try it and keep moving.
