Try searching in second hand stores for vintage items. They're such cute and super cheap.

You could always try Salvation Army or Goodwill, however you may have just as good luck at a department store. I got my prom dress for only 20 dollars. Granted that was 12 years ago, but Im sure you could find a reasonable deal.
I do like to look at tj maxx, marshalls etc, but honestly you often can find the same or much better deals at department stores. Between seasons check out the deals. You may be able to find some dresses from last season at a deep discount.
You could also go on ebay, but you would have an easier time going somewhere where you could try the dress, unless you know someone who is a qualified tailor who could make adjustments. Also if you go on ebay, be sure to check the sellers reputation. Good luck!
