It's Mike Rotunda aka IRS Irwin R Schyster.He was in WWF back in the 80's early 90's in a tag team Money Inc. with Ted diBiase.He's one of the production staff now.
You might also see Dean Malenko or Arn Anderson - both ex-WCW backstage trying to break up fights.

Yeah, I noticed Rotundo as well, he's been around quite a bit lately. As the above mention of Malenko and Anderson, I've never spotted them but I do keep an eye out for them, particularly Malenko who'd be more likely to make an appearance (but hasn't to date as far as I've seen), though the other mention of Finlay did apply as he was often seen breaking up brawls and what have you.

Yes that is Mike Rotundo aka IRS backstage. he currently works as a producer/agent with the WWE. I have seen him in a couple of live events I have been at http://en.wikipedia.org/wiki/Mike_Rotunda

Yes they are called "Road agents" Finlay was for a few years and also Arn Anderson and Dean Malenko.
