Woodchucks (aka, groundhogs) are just ground squirrels. They're burrowers, not wood chewers. Beavers chuck more wood that woodchucks. Woodchucks are just not equipped with the right kind of teeth.

Because they don't have the teeth like beavers do. It was just an ah-mazing song/rhyme.
