As of right now there is still no official plan to made a second movie. There are several fan campaigns to write letters to Fox heads, in the hopes of getting another one made.

I didn't think the first x-Files movie was all that great and I doubt that Fox would spend money on another one.

They were hoping to do it, but there is no future release information on comingsoon.net.
