put it in the dryer on the hottest setting there is. i've also shrunk pants by putting them in a large pot and boiling them in hot water. this might sound funny, but heat helps contract the fabric. if you shrink it by heat it will probably stretch out a little after you wear it but you can always shrink it again.
if that doesn't shrink it enough you can have it altered by a seamstress.

Wash it in hot water then dry it with some dry it longer than normal, about 10 minutes after it's already dry.

Wash in hot water. Dry on Hot setting. It will fade some and you will need to iron it.

if you've washed it in hot water and put it in a hot dryer, then it has shrunk all it is going to.
if is still too big, take it to a dressmaker for alterations.
