i been hearing a lot of people say, "what do you do when the ho says it's her money?" and people keep replying: "keep your pimp pants strong''. umm...explanation please..or is it just randomness?

It means they heard "pimp hand strong" and wrapped the p from pimp and the s from strong around the word "hand", and that they are clueless.
