A split system generally has the condensor outside to disipate heat, while the interior unit is little more than a blower. In computer server rooms you will find a small wall mounted split system that will cool/heat the air in the room without any introduction of outside air. The condenser would still be located outside. In the case of a home furnace split system, the "outside air" needs to be ducted on the return side of the furnace.

It can be designed to do either, but in residential applications it generally just recirculates the same air.

it just recycles it. there is no way to get fresh air in thru the unit.
