A cross with an oval on the top of the 'T' shape is called an ankh. It is an ancient Egyptian symbol representing life. The word "ankh" means life in Egyptian. Typically it was associated with the Pharohs as a symbol of their divinity and everlasting life.
One explanation holds that the ankh represents the Nile, the source of life in Ancient Egypt. The oval represents the Nile delta, the side bars the east and west banks of the river, and the long stem representing the Nile itself. I have also been told that the side bars represent the two branches of the Nile, the White Nile and the Blue Nile.
The ankh was later adopted by coptic christians as a symbol of their religion, where it is also known as an ansate (having handles) cross.

If the cross has a circle around the crossbars, then it is a Celtic Cross. The circle represents the sun.
If the "cross" has a circle on TOP of the figure (like a small "i", only joined) then it is not a cross at all, but an Egyptian ankh, and a pagan symbol.

If you mean the ankh, it's the Egyptian symbol of fertility - often associated with Isis.
